I've seen a lot of conflicting posts about whether you need starbase charters to put up a POS in 0.4 space.
The stickied guide says: "POS's anchored in 0.4 systems and below do not require starbase charters," but I have seen several posts on the forum saying that you do need charters. Can anyone confirm 100%?

I hadn't thought of this--what if a system is .36--does it still need charters? Is it the "true" security rating or the rounded off figure? Anyone?

Are you certain about this? Most things I've read say that you need faction standing in >=0.5, but charters in 0.4 and above. But this doesn't really seem to make sense. And again, what about in a 0.36 system--does that count as >=0.4?
And before someone suggests it, I'm trying to try this out on the test server but so far have not been able to log on.

I'm kind of a noob still, but I thought that all 0.4 systems--indeed everything but 0.0 (and even named systems within 0.0)--are in fact considered Empire space? What would be an example of 0.4 systems that are not Empire space--Khanid or Ammatar systems?

This is getting pretty funny; until you posted, I was pretty sure (based on a bunch of other posts, etc.) that you only need standing for systems >= 0.5, but you're saying that you need standing for >= 0.4?
In any event, it sounds like for a 0.38 system, for instance, I would not need standing or charters?

For anyone that's curious, just before downtime I went on the test server and tried to set up a POS in a 0.36 system, but I was not allowed to do so, because I didn't have standing of 4.0 to the faction.
Since I couldn't even put up the POS I could not whether I need charters to maintain it or not.
